Kağızman, a district of Kars, is an important geographical area that there appeared settlements around the caves of the drawings on the rocks since 12.000 B.C. Some distinguishing characteristics of Kağızman, which is one the seven districts of Kars that includes 385 villages and 60 fields, can be explained as follows.

The first civilization to understand the value of Kağızman and to investigate the land was the Urartu. They thought that the land was fertile and they started a research and, they found gold and silver reserves in the stream bed of Kağızman. With this discovery, the importance of Bardız, which was significant for its copper mines, decreased.

The archeological foundlings about the Hunter-Collector people of Paleolithic Age in Kars and Kağızman show that one of the oldest cultures on the earth was in our region.

The Art of Rock Drawing that developed during the Paleolithic, Mesolithic, Neolithic, Calcolithic and Bronze Ages is a proof of how close the people of Kağızman are to art and culture.

Art in Kağızman appeared in a developing visuality before the written historic ages, then continued with architecture in castle, churches, tombs, mosques and houses, in addition to the oral and written works. After the written history, Kağızman has been decorated by the cultural affluence of Hittite, Huri, Urartu, Saka, Arsaklı, Oguz, Seljuk and Ottoman civilizations.

Kağızman, which is important both on geographical and historical sides, became one of the double capital cities of Oguzs, who united all the Turkish inscriptions under an empire in an area that was between China and Black Sea in the 6th century. In the Dede Korkut Oğuznameleri, one of the double capital cities of Oguzs, that lived in Eastern Anatolia, was Sürmeli Karakale and the other was Kağızman Agcakale. It is also known that Kecivan Castle, which is in the north of the district, is related to Alp Er Tonga, the Padishah of the Saka Turks.

Kağızman, which appeared firstly as a local kingdom settled around Aras dependent to Urartu, has been a significant place for many civilizations and, protected and carried the works of those cultures until today, like Kars. These periods were sometimes glorious, but also there experienced the darkness after the occupy of the Russians in 1878, as Fahrettin Kırzıoğlu says. However, it did not lost any of its characteristics, and also, gained a place in the non-abstract culturel inheritance besides its physical culture.

Aşık Hıfzı of Kağızman, Cemal Hodja are important culturel values that grown up in Kağızman.

It is easy to find many vegetables and fruits in Kağızman, which is mentioned in many folk songs and which is one of the most popular districts in Turkey according to some polls. Some of these, such as sesame, were found in archeological researches. Thanks to the Sesame Stone found in Taşburun Village, it is learned that sesame oil has been produced in this region since 1878. Another basic material than oil is doubtlessly salt. Kağızman Tuzla Tunnel, which was used by the Russian government during the occupation for 40 years, continued to work in the Republic of Turkey and created a market for itself; however, it is not in the place it deserves to be.

There are two more products in Kağızman that are not in the place they deserve to be. One of them is “Kağızman Tulip”, which also has got three kinds. The other is the “Kağızman Honey”, which was the only kind of honey that was used in Ottoman Palace.

Kağızman, which is popular for its apricot and apple, has got many local fruit products. Pasmacık, mulberry molasses and Köme can be accepted as important examples of these products.

There are five hydroelectric power plants in the district, three of which are stil being built.

This symposium aims to handle the Archelogy, History, History of Arts, Geography, Literature, Ethnography, History of Architecture, History of Mining, Geology, Tourism, Economy, Agriculture, Sports, Traditional Food Culture and Natural Environment of the district, which has a long history and significance, and to determine new priorities and aims.



AIM AND CONTENT

International developments have changed the rules of the competing, and growth and improvement are started to be evaluated from different perspectives. Today, growing from centre to local is started to be replaced by growing “from bottom to top”. This changing paradigm in the policies of development brought the need to focus on the policies developing the regional competitiveness based on iner potentials.

The performance of the local actors as the most significant characteristic of socio-economic development level of the future is underlined. In a world that is changed by new structures such as globalization and which presents opportunities, local actors need actions to turn this condition into advantage.

As a result of these developments, this organization is held to study all sides of Kağızman, which is a beautiful and important district of Eastern Anatolia, and to gain a place among the winners in this competitive world, not among the losers.

PREPARATION FOR PAPER SUMMARIES

Paper summaries planned to send to the symposium must be sent in the format given in the file “paper summary and registration form”. Paper owners have to pay attention to the rules below:

• Papers must not be published or presented anywhere else before. Ignoring this situation is totally in the writers’ responsibility.

• One can send maximum three papers to the symposium.

• Paper summary that is going to be presented in the symposium should be understandable in content and extent, and also it should get along with the topics of the symposium. The topics are about Kağızman district and region, and the papers which are not related to these will be ignored.

• The summary will contain the aims of the study, methods, result and evaluations, and it will not be more than 500 words.

• Summaries must be written in MS Word page, 3cm space on the left, 2,5cm space on the other sides of the page, 12 pt and in Times New Roman. Space between the lines must be one.

• Paper title must be written in capital and dark letters. Under that, the names of the writers and the addresses of them ( the address of their institution, phone number and e-mail ) must be given. In the papers that has more than one writer, the name of the one responsible for corresponding must be underlined.

• Maximum five key words must be written and they must be in alphabetical order.

• Papers must only be sent by e-mail. Symposium secretaryship will send receipt information back to the sender in one week. The writers who cannot get receipt information should connect with the symposium secretaryship.

• Each paper will be evaluated by at least two members of the symposium science committee.

• Paper applications will be accepted as summaries and full texts of the papers that will be published in the book will be asked until the date announced in the symposium calender.

• Papers accepted to be presented in the symposium will not be published in the symposium book unless they are presented by the writers during the symposium.
